Can anyone tell me if it is legal for a center to deny a patient treatment? Where would I complain about this NYC Dialysis center?

Anyone in the Nyc area do not use City Dialysis Center at 195 E 106th Street Ny,Ny. This place is very unprofessional unhygenic and there is NEVER a doctor on the premises. The Social Worker there is acting president, secretary, doctor and mother of the center no one can compromise with this woman compromise is not part of her vocabulary irreguardless to the fact that it is your health and comfortablilty at stake.
HELP!
