what do you use or how do you go about making sure your staff is up to date and competant in understanding the water system and doing the water testing?

I would do an annual inservice on the functions of the different components and the correct testing of your water samples. Create a checklist of all the things they need to know and observe them doing it correctly and put it in their folders once they have completed everything successfully.
