Try contacting the Texas Department of Health. When we opened our clinic 6 years ago we contacted the Ok dept. of health they was more than willing to help us get on the right track.

Hey mike just remember that anything you get from out of state may not apply. When texas passed it's licensure law things like staffing ratio (for nurses), carbon tank configurations,etc. became more precise. If you have any exsisting facilities use their old audits as a guideline. Also (as posted earlier) contact texas dept of health get the whole audit program. If your running non reuse it will be easier. Reuse opens a whole nother area.
