Without having to hunt through the cms guidlines, is there a reg banning the use of these strip in the up coming months? our compliance personel says there is.....

What product EXACTLY are you referring to? There is more than one test strip available.

Testing for free chlorine, chloramine, or total chlorine can be accomplished using the N.N-diethyl-p-phenylene-diamine (DPD) based test kits or dip-and-read test strips

Unless there is something specific to your state, there is nothing at the federal level. Any change to the current conditions for coverage will take a number of years, not months.
